1. 1、 General

   1. These Regulations are formulated to maintain the order of powerful communities (hereinafter referred to as "communities") and protect the legitimate rights and interests of community users.

   2. These Regulations are formulated on the basis of relevant national laws and regulations. In case of conflict between these Regulations and national laws and regulations, the national laws and regulations shall prevail.

   3. Users can register and become regular users of the community only after they are willing to accept this regulation.

2. 2、 Rights and responsibilities of users

   1. Users enjoy various rights of community users and various services provided by the community.

   2. All activities carried out by users in the community shall comply with the management regulations of the community and relevant forums and personal spaces, the laws and regulations of the People's Republic of China, and bear all legal liabilities directly or indirectly arising from the forum (personal space) activities.

   3. Users should pay attention to keeping their user names and passwords. If users find that their account has been illegally used by others, they should immediately notify the community manager. The community will not bear any responsibility for the illegal use of accounts and passwords by others due to hacking or users' negligence in safekeeping.

   4. Users who think their rights and interests in the community have been violated have the right to complain and appeal according to the relevant provisions of the community.

   5. Users have the right to criticize, comment and suggest community management, and to consult the community on community management related work.

   6. Users should abide by network ethics, pay attention to network etiquette, and get on the Internet in a civilized manner.

3. 3、 Community rules

   1. （1） Community Prohibited Content

      1. Opposing the basic principles determined by the Constitution;

      2. Endangering national security, divulging state secrets, subverting state power and undermining national unity;

      3. Damage to national honor and interests;

      4. Inciting national hatred and discrimination, and undermining national unity;

      5. Inciting illegal assembly, association, procession, demonstration, or gathering people to disturb public order;

      6. Those who undermine the state's religious policy and promote heresy and feudal superstition;

      7. Spreading rumors, disturbing social order and undermining social stability;

      8. Spreading obscenity, pornography, gambling, violence, murder, terror or abetting crime;

      9. Insult or slander others, and infringe upon their legitimate rights and interests;

      10. Activities in the name of illegal non-governmental organizations;

      11. Speech and news containing discriminatory contents such as race, color, gender, sexual orientation, religion, nationality, region, disability, social and economic status;

      12. Containing other contents prohibited by laws and administrative regulations;

      13. Unpublished and unconfirmed information (please specify the events you have personally experienced and inform the community administrator of the contact method);

      14. Documents or information that may harm the rights and interests of third parties, such as (but not limited to): virus code, hacker programs, software cracking registration information;

      15. Plagiarism and plagiarism of other people's works. Please indicate the source of reprinting and quotation, and do not post articles prohibited from reprinting by the original author;

      16. Lack of rational discussion of sincerity, unreasonable entanglement, malicious irrigation and other information that wastes page resources;

      17. Posts with obvious lack of organization, too many typos and obscure content;

      18. Articles containing contents or formats that affect users' normal browsing;

      19. Repeat posts, test posts, and too personal chat posts;

      20. Information that involves others' privacy, intentionally imitates others' registered names or impersonates the management personnel of the forum;

      21. Other contents that undermine community order and infringe on community interests;

      22. Please do not repeat, post a large number of posts and post messages and comments irrelevant to the theme of the forum;

      23. Do not post any form of advertisement without the consent of the community and relevant forums;

      24. Please do not add any strange symbols in the post (title and content);

      25. Please do not add the following symbol combinations in your post: ASIIC code, location code characters, empty Chinese characters, full width Chinese characters, upper keyboard characters (symbols derived from SHIFT) and other characters;

      26. It is prohibited to turn over multiple posts of the same account in a short period of time and cause the page to be widely impacted by posts of the same account;

   2. （2） Regulations on pseudonym management

      　　

      1. Please do not register with the names of party and state leaders and their associated names, or the real names, shop names, stage names, pen names of other celebrities;

      2. Please do not register under the name of the country, state organ, local party and government organs at all levels or other institutions;

      3. Please do not register with the names of public institutions, celebrities and media;

      4. Please do not register with the names of foreign countries, international organizations, foreign dignitaries and foreign media;

      5. Please do not register uncivilized and unhealthy pen names;

      6. Please do not register pseudonyms that are easy to cause ambiguity and misunderstanding;

      7. Do not register pen names of graphic symbols;

      8. The registered pen name can only use Chinese characters, English letters, numbers and dashes, and the following symbol combinations are prohibited: ASIIC code, location code characters, Chinese empty characters, Chinese full width characters, keyboard upper position characters (symbols derived from SHIFT) and other characters;

      9. For pseudonyms that are similar to the pseudonyms of other community users and may cause disputes, the community will support the registered pseudonyms first, and reserve the right to register pseudonyms after cancellation;

      10. For serious violations of community rules, the community reserves the right to cancel the pseudonym at any time;

      11. Users should be responsible for the security of their pseudonym and password. If they lose their password or forget their user name, they can contact the community manager in time to solve the problem, but they must provide a user name or password.

   3. （3） Community signature file (avatar) management

      1. The content of the signature file (avatar) is consistent with that of the posting. In case of any content inconsistent with the community's provisions, the community has the right to cancel the content of its signature (avatar), and the community with serious circumstances has the right to seal its pseudonym;

      2. The signature file (avatar) cannot be hyperlinked to other websites, web pages, audio and video files except People's Daily Online;

      3. There should be no more than one linked image in the signature file (avatar), and the size should conform to the community regulations;

      4. For the convenience of reading, the number of bytes in the signature file should conform to the number specified by the community as far as possible;

   4. （4） Penalty provisions

      1. The administrator has the right to directly delete and modify the posts and maps that violate the community management regulations.

      2. For users who violate the community management regulations, the administrator has the right to delete the posted content, warn the user, block the user's right to speak, or even cancel the user's membership.

      3. The administrator shall publicize the sealed pen name in the "community announcement area", and the publicity content shall generally include the reason for sealing the pen name, the time of unsealing, etc. During the blockade period, in principle, users will not be unblocked, but users can appeal or request to the community, which can be unblocked in advance after discussion and study according to the procedure and consent.

      4. For serious violations of community management regulations, the administrator has the right to block user IP addresses.

      5. The cancellation of user ID or IP should generally follow the principle of "notify the user first, give a warning, and implement if the advice is invalid", except for those with particularly serious circumstances.

4. 4、 Privacy protection

   1. Protecting user privacy is a basic policy of the community. The community guarantees that it will not disclose or provide a third party with the registration information of a single user and the non-public content stored in the community when users use the network service, except for the following circumstances:

   (1) The user authorizes the community to disclose these information;

   (2) According to the law, the community has the right to delete information, keep relevant records and provide them to relevant departments in accordance with the law for violations of relevant laws and regulations, invasion of other people's privacy and reputation and other content.

   2. The community has the right to analyze the entire user database and make appropriate use of the user database without disclosing the private information of a single user.

5. 5、 Copyright Notice

   1. The articles or pictures published by users in this community only represent their own views, and they are responsible for the articles.

   2. Please indicate the original source and time of the article to be reposted, and pay attention to the copyright notice of the original author. Users shall bear the copyright liability that may arise from the reposting.

   3. Powerful communities have the right to use or cooperate with others, including but not limited to websites, electronic magazines, print publishing, etc. When it is used for commercial purposes such as print publishing, it will pay remuneration according to the standard of contribution fees in the same industry, and notify the author before use.

   4. The copyright of the articles and pictures in this community (including the reposted articles and pictures) belongs to the original author only. If the author has a copyright notice or the original work is reproduced from other websites with an original copyright notice, the copyright ownership shall be subject to the attached notice.

   5. The community has the right to delete posts according to the needs of page management.

   2. The community will not bear any responsibility for the disclosure of personal privacy caused by improper data storage of users of the community due to their personal reasons.

   3. If the user's activities in the community violate the laws and regulations of the People's Republic of China, he/she shall bear his/her own responsibility, and the community will not bear any responsibility.

   4. Powerful communities do not guarantee that community services will meet users' requirements, nor do they guarantee that community services will not be interrupted, nor do they guarantee the timeliness and safety of community services.

   5. Powerful communities do not guarantee the accuracy and integrity of external links set up to facilitate users. At the same time, the community does not assume any responsibility for the content on any webpage that is not actually controlled by the community.

   6. The community will not bear compensation and other joint legal liabilities for the loss of user data, service suspension or stop due to unintentional and force majeure reasons (including system maintenance and upgrade), but will try to reduce the loss and impact caused to users.
