A foreign civil aviation enterprise that is open to navigation with the People's Republic of China shall submit its civil aviation security plan to the competent civil aviation authority under the State Council.
Article 7 Citizens have the right to report to the civil aviation public security organ any act of premeditated hijacking or sabotage of civil aircraft or any other act endangering the safety of civil aviation.
Article 8: The relevant people's government or the competent civil aviation authority under the State Council shall award the units or individuals that have made outstanding contributions to the maintenance of civil aviation safety. [1]
