Article 1: In order to preventcivil aviationThese Regulations are formulated for illegal interference of activities, maintenance of civil aviation order and protection of civil aviation safety.
Article 2: These Regulations shall apply to all civil aviation activities within the territory of the People's Republic of China as well as units and individuals related to civil aviation activities.
These Regulations apply to civil aircraft with the nationality of the People's Republic of China engaged in civil aviation activities outside the territory of the People's Republic of China;However, unless the international treaties concluded or acceded to by the People's Republic of China provide otherwise.
Article 3: Civil aviation security work shall follow the principle of unified management and division of responsibilities.
Civil aviation public security organs (hereinafter referred to as civil aviation public security organs) are responsible for the unified management, inspection and supervision of civil aviation security work.
Article 4: The relevant local people's governments and civil aviation units shall closely cooperate to jointly maintain civil aviation safety.
Article 5 Passengers, cargo consignors, consignees and other personnel entering the airport shall abide by the laws, regulations and rules of civil aviation safety management.
Article 6: Civil airport operator and civilaircraftThe operator shall perform the following duties:
（1） Formulate its own civil aviation security plan and report it to the competent civil aviation authority under the State Council for the record;
（2） Strictly implement measures related to civil aviation security;
（3） Regular civil aviation security training shall be carried out to eliminate hidden dangers endangering civil aviation safety in a timely manner.
A foreign civil aviation enterprise that is open to navigation with the People's Republic of China shall submit its civil aviation security plan to the competent civil aviation authority under the State Council.
Article 7 Citizens have the right to report to the civil aviation public security organ any act of premeditated hijacking or sabotage of civil aircraft or any other act endangering the safety of civil aviation.
Article 8: The relevant people's government or the competent civil aviation authority under the State Council shall award the units or individuals that have made outstanding contributions to the maintenance of civil aviation safety.[1]
