The Institute of Electrical and Electronics Engineers (EEE), an international association of engineers in electronic technology and information science, is one of the largest professional and technical organizations in the world. It is committed to promoting the theoretical development and application progress of electrical technology. The IEEE 802 Committee is an organization in the IEEE Standards Organization that is specifically responsible for developing international standards for local area networks. It has 12 subcommittees, of which the IEEE 802.1 subcommittee is mainly responsible for the research of local area network architecture, network management and performance measurement, and the 802.2 subcommittee is responsible for the research of logical link control, The 802.3 to 802.6 subcommittees are responsible for the media access control protocol under the corresponding network topology. Related to WLAN network is IEEE 802.11 subcommittee, which mainly formulates WLAN related physical layer and MAC layer protocols, and publishes the famous 802.11 series standards, making great contributions to the development of WLAN.

The 3rd Generation Partnership Project (3GPP) is a 3G technical specification organization initiated by ETSI in Europe, ARIB and TTC in Japan, TTA in South Korea and TI in the United States at the end of 1998. It aims to study, formulate and promote 3G and subsequent standards for evolving GSM networks. China Wireless Communications Standards Group (CWTS) joined 3GPP in 1999. 3GPP standard organization is mainly committed to the research of terrestrial mobile communication network, while in WLAN related fields, it focuses on the integration and interworking of mobile communication network and WLAN. At present, the 3GPP standard organization has four working groups, SA1, SA2, SA3 and SA4, which are conducting research on relevant content. SA1 formulates requirements specifications, SA2 and SA3 respectively formulate architecture and security related specifications, and SA4 is responsible for formulating specifications on protocols and processes.
