In combination with the current situation of the steel industry, the trade union of the Group organized the 40th joint meeting of the first Workers' Congress, focusing on improving the proportion and amount of awards for innovation and creation achievements for industrial workers, increasing subsidies for technical skills for industrial workers, and improving special awards for industrial workers in various competitions, The negotiation was carried out on five issues, including the increase of special awards for industrial workers in the honor category and the increase of subsidies for industrial workers in the education promotion category.

In the setting of "management breakthrough award" and "management modernization innovation achievement award", each award in the original scheme has no limit on the number of middle-level cadres in the group. After negotiation, the number of awards increased from 8 to 10, but the number of middle-level cadres was limited to no more than two, and middle-level leaders did not participate in the award distribution, which made the incentive policy more inclined to industrial workers. "This is more favorable for our industrial workers to evaluate their performance and professional titles. After their professional skills are upgraded, their allowances and benefits will also go up," said Zhou Lei, a skills expert of the group.

In addition, according to the negotiation results, the scope of awards for honor and education promotion has been expanded and reduced to a certain extent compared with the past, and the allowance setting standard has also increased from tens to hundreds of yuan.

The innovation won the prize in the competition within the group, and Huang Zhitao was rewarded for it.
