This usually happens on the Win7 system. If not, the user you are using is not an administrator!
1. Run: compmgmt.msc
2. Select Users and User Groups
3. Select "User" on the right“
4. Right click the name of the user you are currently using, and select "Properties"
5. On the pop-up form, select "Belongs to" to check whether there is a "administrators" user group. If not, add it
