Whether the labor relations are harmonious or not is related to economic development and social harmony, the vital interests of employees and enterprises, and is an important part of strengthening and innovating social governance. With the deepening of a new round of scientific and technological revolution and industrial reform, new forms of business such as digital economy and sharing economy are booming, and profound changes have taken place in enterprise organizational form, management mode, operation mode and employment mode. The establishment and operation of labor relations, and the maintenance and protection of workers' rights and interests are facing many new situations and problems. In order to adapt to the new trend of changes in labor relations, trade union organizations are required to take promoting the construction of harmonious labor relations with Chinese characteristics as the main line of work, study and judge the new trends, new features and new problems of labor relations in a timely manner, and actively resolve labor relations conflicts.
First, we should take the creation activity as an important carrier to build a harmonious labor relationship. We will promote the building of harmonious labor relations into the working mechanism for maintaining social stability under the leadership of the Party Committee, into the national economic and social development plan, and into the government's objective responsibility assessment system. We will promote the state to coordinate labor relations among the three parties and give full play to their exemplary and leading role in commending national model enterprises and industrial parks with harmonious labor relations.
Second, improve the labor relations consultation mechanism. Actively participate in improving labor market policies, deepen collective negotiation with the focus on improving quality and efficiency, promote the improvement of enterprise wage decision, normal growth and payment guarantee mechanism, and promote the simultaneous growth of employee wages with economic efficiency and labor productivity. We will promote the establishment and improvement of a consultation mechanism on working hours, and scientifically formulate industrial labor quotas.
Third, we should improve the democratic management system of enterprises and public institutions in the basic form of workers' congresses. Deepen the theme activity of "solving problems openly and promoting development through democracy", promote the institutionalization and standardization of factory affairs openness, improve the system of employee directors and supervisors, promote the project of improving the quality of employee representatives, and improve the coverage and effectiveness of democratic management in enterprises and public institutions. Integrate the worker's congress, collective negotiation, employee director, employee supervisor system, etc. into the corporate governance structure of the enterprise.
Fourth, strengthen the supervision and prevention mechanism of labor relations contradictions. We will promote the improvement of the working pattern of the linkage between labor security supervision and law enforcement and trade union supervision, improve the "two books" system of trade union labor law supervision, and urge enterprises to fulfill their social responsibilities. We will improve the system for monitoring, analyzing, studying and judging the development of trade union labor relations, promote the establishment of an online settlement mechanism, and improve the level of professional mediation. We will strengthen risk screening, resolution and emergency response in the field of labor relations, resolutely safeguard the unity of the workforce and trade union organizations, and resolutely safeguard the overall harmony and stability of the enterprise and society.
