The skill formation system of industrial workers refers to the establishment and improvement of an institutional system that guarantees the formation of industrial workers' skills, including skills investment system, skills supply system, skills evaluation and qualification certification system, skills use system, social cooperation system, etc. To build a skill formation system for industrial workers is to effectively intervene in the process of skill formation by reforming and improving vocational education, vocational training and other related systems, form a system environment conducive to improving the skill level of industrial workers, and provide strong skills support and talent guarantee for the implementation of the strategy of manufacturing power.
First, we should develop high-quality vocational education. Adhere to the school running direction of serving development and promoting employment, improve the talent training system, deepen the integration of industry and education, school enterprise cooperation, build a number of high-level vocational colleges and majors, and improve the quality of talent training. We will strengthen the construction of a "double qualified" teaching team, open up two-way communication channels for school and enterprise talents, and attract more talents with profound theoretical knowledge and rich practical ability to teach in vocational colleges. Accelerate the formation of a diversified school running pattern, coordinate financial, tax, land and other policies, reduce costs and remove obstacles for enterprises to set up vocational education, and mobilize the enthusiasm of social forces to participate in vocational education. Strengthen the construction of the vocational education standard system, and promote the mutual recognition of academic qualifications, degrees, vocational qualifications and other learning achievements.
Second, we need to strengthen skills training for employees. Implement the Opinions on the Implementation of Lifelong Vocational Skills Training System issued by the State Council, and provide industrial workers with inclusive, equal, lifelong vocational skills training throughout the whole process of learning and career. In combination with the development of new economy, new industry and new career, to meet the needs of China's industrial upgrading and enterprises, strengthen the standardized management of vocational training, comprehensively implement the national basic vocational training package system, and ensure the large-scale popularization of training. We will increase the government's special employment funds to support vocational training subsidies, provide tax incentives and other policy support for enterprise training, and provide subsidies to various vocational schools and cross enterprise training centers through purchasing services. Accelerate the implementation of the new enterprise apprenticeship system, give full play to the role of enterprises as the main body, encourage large enterprises to independently carry out vocational skills training for employees, build a demonstrative training base for highly skilled talents, and gradually form a close relationship between school education and enterprise training based on industrial enterprises as the main body, technical colleges and other vocational colleges The government promotes a highly skilled personnel training system combined with social support. Promote the new model of "Internet+vocational training" to meet the personalized and diversified needs of employees.
Third, improve the skill incentive system. Implement the Opinions on Improving the Treatment of Skilled Workers, highlight the guidance of "high precision and acute shortage", and improve the political, economic and social treatment of highly skilled leading talents. We will improve the talent evaluation system, widely publicize the labor achievements and values of technical and skilled personnel, and create a good social atmosphere in which labor is glorious, skills are valuable, and great achievements are created. Give play to the policy support role of relevant government departments, and develop more effective recognition and incentive policies. Improve vocational skills evaluation, establish third-party skills qualification certification system, and enhance the credibility of skills evaluation system. Implement the wage incentive plan, improve the enterprise wage distribution system in line with the characteristics of skilled workers, explore long-term incentive mechanism for skilled workers, form a skill oriented income distribution system, and stimulate the endogenous power of industrial workers to consciously improve their technical skills.
