Recently, the Office of the Central Committee of the Communist Party of China and the Office of the State Council issued the Notice on Doing a Good Job in the Work during the Spring Festival on New Year's Day 2019, pointing out that we should organize normal party and league activities and trade union activities to ensure that cadres and workers enjoy normal welfare benefits as required. In recent years, on New Year's Day and the Spring Festival, the two offices have explicitly requested to guarantee the normal welfare treatment enjoyed by cadres and workers according to the regulations, which can be said to be in the minds of cadres and workers.

Since ancient times, in traditional festivals such as the Spring Festival, the Dragon Boat Festival, and the Mid Autumn Festival, neighbors give a little hand letter to their relatives and friends to express a sincere blessing and deep affection. In the early days of the founding of the People's Republic of China, holiday benefits such as food, cooking, cooking, cooking, entertainment and other activities have supplemented people's material and spiritual life. Since the reform and opening up, the welfare system for cadres and workers has gone through reform and played an important role in cohesion and unity. It can be said that the normal holiday welfare has a deep emotional foundation in people's hearts. The government agencies, enterprises and public institutions provide normal welfare on traditional festivals, and the cultural tradition continues; The employees' marriage and funeral ceremonies are in accordance with the regulations to express their condolences, which is consistent with the "family culture" of mutual concern and close cooperation, and has a sense of ceremony to unite people's hearts.

However, for some time, in some units in some places, the holiday benefits, which were originally light and meaningful, have changed. In some units, the holiday benefits have become a shield for extravagance and even corruption, with great public opinions. The central government has made great efforts to fight against corruption. As pointed out in the "Eight Provisions", improper welfare has gradually disappeared. However, some units also have the tendency to distort policies and infinitely tighten the welfare benefits of employees. Some leading cadres mistakenly oppose the eight provisions to the legitimate rights and interests of employees. In order not to cause trouble, they simply "cut across the board" and all normal benefits will be stopped. This overcorrection is not in line with the welfare system arrangement of caring for employees, inspiring and encouraging officers to start businesses.

In this sense, the two offices have issued documents year after year to constantly clarify that "ensuring the normal welfare benefits enjoyed by cadres and workers according to regulations" is the implementation of the spirit of the Central Committee and a warning against misinterpretation of regulations. Today is different from the past. It is no longer the era of "looking forward to the holiday goods and dental sacrifices". Most people care about the sense of belonging attached to normal welfare rather than the holiday welfare itself. To promote the return of normal welfare, Guangming Zhengda has put "warmth" in place, which is just the performance of responsibility.

It must be made clear that the guarantee of normal welfare treatment according to regulations is not to "step on the brake" to rectify bad practices, but to draw a clear line between normal welfare and gray "corrupt interests". Jiangsu stipulated that the amount of holiday consolation goods should not exceed 1800 yuan. Shanghai required that the distribution of holiday consolation goods should be accompanied by a signed receipt list. Jiangxi made it clear that cash, shopping cards, etc. should not be distributed... Trade unions across the country made clear the standard of normal welfare, defined the red line for distribution in accordance with regulations, and made welfare standardized and transparent. From the perspective of social equity, from willful welfare to standardized welfare, from implicit welfare to explicit welfare, is the general trend of standardized and transparent welfare. Strict implementation of standards can ensure the normal welfare that should be distributed, and none can be missed; None of the "corrupt profits" that should not be distributed will be distributed.

Guiding reasonable welfare expectations and standardizing normal welfare distribution is the need to create a healthy political ecology, as well as to cultivate a mature social mentality. Starting with specific matters such as putting the normal welfare in place, making every inch of the boundary of the rules clear and clear and deeply rooted in the hearts of the people, the integrity will be constantly consolidated and deepened.
