The second plenary meeting of the 18th Executive Committee of the All China Federation of Trade Unions was held in Beijing from January 25 to 26. The meeting conveyed and studied the guiding spirit of the Central Secretariat, implemented the goals and tasks of the 18th National Congress of the Chinese Trade Union, summarized the work of the trade union in 2023, and deployed the work tasks in 2024. Wang Dongming, Vice Chairman of the Standing Committee of the National People's Congress and Chairman of the All China Federation of Trade Unions, presided over the meeting and delivered a speech.
Wang Dongming pointed out that 2023 is the first year to comprehensively implement the spirit of the 20th CPC National Congress. Under the strong leadership of the CPC Central Committee, the 18th National Congress of the Chinese Trade Union was successfully held. General Secretary Xi Jinping and other party and state leaders attended the opening ceremony of the conference. Comrade Cai Qi delivered a speech on behalf of the CPC Central Committee. After the conference, the General Secretary had a collective talk with the members of the new leadership of the General Assembly, leading and directing the labor movement cause and trade union work in the new era and new journey. Over the past year, all trade unions at all levels have fully implemented Xi Jinping's thought of socialism with Chinese characteristics for a new era and the spirit of the Twentieth National Congress of the Communist Party of China, thoroughly studied and implemented General Secretary Xi Jinping's important statement on the work of the working class and trade unions, and closely focused on the overall situation of the work of the Party and the country to fulfill their duties and take on responsibilities, and achieved new results in all work.
Wang Dongming stressed that 2024 is the 75th anniversary of the founding of the People's Republic of China and the key year to achieve the goals and tasks of the 14th Five Year Plan. All trade unions at all levels should always adhere to the Party's overall leadership over trade union work, deeply understand the decisive significance of the "two establishment", strengthen the "four consciousness", firm the "four self-confidence", and achieve the "two maintenance", and promote the implementation of the major policies of the Party Central Committee in the trade union system. We should adhere to Xi Jinping's thought of socialism with Chinese characteristics for a new era, deeply study and implement General Secretary Xi Jinping's important statement on the work of the working class and trade unions, and maintain political firmness with theoretical sobriety. We should strengthen the ideological and political guidance of the staff and workers, unite and guide the broad masses of staff and workers to unswervingly listen to and follow the Party. We should give full play to the role of the majority of workers as the main force in promoting Chinese style modernization, extensively, deeply and persistently carry out various forms of labor and skill competitions, vigorously promote the spirit of model workers, labor spirit and craftsmanship, and promote the formation of a strong atmosphere of glorious labor, precious skills, and great creation in the whole society. We should promote the reform of the construction of industrial workers to develop in depth. On the basis of preliminary work, we should adhere to the problem orientation, work hard to overcome difficulties, and strive to achieve greater results in breaking through reform problems.
Wang Dongming pointed out that we should do a solid job in rights protection services, adhere to the work orientation of taking employees as the center, constantly improve the "inclusive+special" rights protection service system, focus on safeguarding the economic rights and interests of employees, strengthen democratic management of enterprises, adapt to the requirements of the times and the needs of employees, and launch more, better and more timely services for employees. We should continue to strengthen the construction of labor union post stations, build a well managed and well used 12351 labor union service hotline for workers, consolidate the achievements of urban workers in difficulty, and promote the effective connection between solving difficulties and improving the quality of life of workers.
Wang Dongming stressed that the legalization of trade union work should be placed in a more important position, strengthening source participation, promoting the enforcement of laws and regulations, improving the tripartite mechanism for coordinating labor relations, participating in the diversified settlement of labor disputes according to law, strengthening the construction of the political security system and capability in the labor field, and effectively preventing and resolving major risks and hidden dangers in the labor field, Vigorously maintain the overall harmony and stability of enterprises and society. We should continue to deepen the reform and construction of trade unions and improve their leadership, organization and service capabilities. We should earnestly strengthen the party building and cadre team building in the trade union system, guide all work of party building in the trade union system with the political construction of the party, always put political standards first, strictly implement the spirit of the eight central regulations and their implementation rules, and strengthen the all-round management and regular supervision of party members and cadres. We should establish a correct view of political achievements, maintain the integrity, continuity and stability of our work, draw a blueprint to the end, and focus on the implementation. We should focus on the implementation of the tasks set by the 18th National Congress of the Chinese Trade Union, and implement the major policies and decisions of the Party Central Committee on the work of the working class and trade unions with practical actions.
At the meeting, Xu Liuping, Secretary of the Party Leadership Group, Vice Chairman and First Secretary of the Secretariat of the General Assembly, made a work report on behalf of the Presidium of the 18th Executive Committee of the General Assembly. Xu Liuping pointed out that trade unions at all levels should, in accordance with the requirements of Comrade Wang Dongming, focus on the center, serve the overall situation, be realistic, pragmatic, and take responsibility. They should carry out five major actions, conscientiously implement five major projects, and highlight the ideological and political guidance of workers, make contributions, and solve urgent problems Improve the sense of gain, highlight the work of safeguarding the rights and interests of workers, serving the masses of workers, consolidating the grassroots foundation, improving the overall ability, etc., give full play to the role of the working class as the main force for the great cause of building a strong country and national rejuvenation, and make important contributions to trade unions.
At the meeting, the main responsible comrades of the trade unions of Tianjin, Heilongjiang, Anhui, Jiangxi, Qinghai and other provinces and cities made a speech on learning and implementing the spirit of the important speech made by General Secretary Xi Jinping when he had a collective talk with the members of the new leadership of the Federation, implementing the decision and deployment of the 18th National Congress of the Trade Union of China, and doing a good job in the work of the trade union in 2024.
