Wang Lizhong: Since the 18th National Congress of the Communist Party of China, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, the All China Federation of Trade Unions and trade unions at all levels have fully implemented Xi Jinping's thought of socialism with Chinese characteristics for a new era, thoroughly studied and implemented General Secretary Xi Jinping's important statement on the work of the working class and trade unions, unswervingly followed the path of the development of socialist trade unions with Chinese characteristics, and courageously acted, Adhering to integrity and innovation, important progress and new results have been achieved in all work.

1、 General Secretary Xi Jinping took the helm and guided the Party's labor movement cause and trade union work along the correct political direction

(1) General Secretary Xi Jinping showed cordial concern for the working class and personally planned the Party's labor movement cause, which injected strong impetus into the new era of meritorious service for the workers and the masses. The All China Federation of Trade Unions (ACFTU) has twice compiled and printed the Extract of Xi Jinping's Discussion on the Working Class and Trade Union Work, edited and published the In depth Study and Implementation of General Secretary Xi Jinping's Important Discussion on the Working Class and Trade Union Work, and held theoretical seminars for three consecutive years to form the characteristic activities and institutional arrangements of the trade union. We will improve, study and implement the important instructions and instructions of General Secretary Xi Jinping, the system of major decisions and arrangements of the Party Central Committee, and the system of "the first topic" for meetings of the Party Leadership Group (Party Committee). 2、 Adhere to taking an active role in the development of socialism with Chinese characteristics in the new era, and the role of trade unions in serving the overall situation around the center is more prominent

(1) Ideological and political guidance is strong and powerful, and the political belief of hundreds of millions of workers to follow the Party's words is more firm. First, Xi Jinping's thought of socialism with Chinese characteristics for a new era is close to and in the minds of employees. Adhere to the study and implementation of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as the primary political task, and continue to promote the innovative theory of the Party in the new era into enterprises, workshops, and teams in various forms. The political, ideological, theoretical, and emotional identity of the staff and workers on the "two establishment" has been significantly enhanced. Second, the value guidance of "China Dream · Labor Beauty" goes deep into the grassroots and takes root in the staff. Cultivate and practice the core socialist values, strengthen the construction of "four virtues", continue to carry out the selection and commendation activities of the national workers' professional ethics construction, and the activities of "online gathering positive energy of workers to become good Internet users in China". More than 10000 demonstration sites of national trade union staff bookstores have been built nationwide, and more than 130000 staff bookstores have been built around the country. Third, the spirit of model worker, labor spirit and craftsman has become a common practice in the whole society. Since the 18th National Congress of the Communist Party of China, 2245 national May Day labor awards, 8650 medals and 8870 national pioneer workers have been awarded. We strengthened model worker selection services, organized model workers and craftsmen to enter schools and enterprises, released 91 person times of the 9th National "Most Beautiful Workers", produced and broadcasted 9 seasons of the "Great Craftsman" feature film, and released 30 people of the 3rd "Great Craftsman of the Year".

(2) The reform of the construction of the industrial workforce has gone deeper and deeper, and the wisdom of hundreds of millions of workers has been fully demonstrated. First, the reform of the construction of industrial workers has achieved important phased results. General Secretary Xi Jinping has personally planned, deployed and promoted the industrial reform. Since its launch in April 2017, the General Assembly has earnestly fulfilled its responsibility to take the lead in promoting reform. The Party Central Committee, the State Council and relevant departments have issued more than 90 supporting documents, the General Assembly has issued more than 20, and 31 provinces (districts, cities) have issued reform implementation plans and supporting policy documents. 21 provinces (autonomous regions and municipalities) have incorporated the reform into the assessment projects of Party committees and governments. Since 2018, the proportion of industrial workers in the national May Day labor medal recognition has exceeded 40%, and in 2020, the proportion of front-line workers and enterprise technicians in the national model labor medal recognition has reached 71.1%. 28 provincial trade unions are staffed with 46 part-time vice chairmen of industrial workers. Second, the enthusiasm of the staff and workers to participate in labor and skill competitions has further burst. Focusing on the national major strategies, major projects, major projects and key industries, we will extensively, deeply and persistently carry out theme labor and skills competitions, and basically establish a vocational skills competition system with Chinese characteristics. By the end of 2020, more than 787000 enterprises with established trade unions had carried out competition activities, with 82.605 million employees participating. Third, the innovative and creative vitality of employees has been significantly improved. From 2013 to 2020, 81.224 million rationalization proposals were put forward, 32.597 million were implemented, 4.536 million technological innovations were carried out, 1.589 million inventions were created, and 1.31 million advanced operation methods were promoted. 297 national model workers and craftsmen talent innovation studios were named, and more than 82000 innovation studios of all levels and types were created by demonstration. 20 front-line industrial workers' innovation projects were awarded the National Science and Technology Progress Award. A staff innovation subsidy fund was set up to subsidize 248 innovation projects, and a total of 41.15 million yuan was granted. The "skill power platform" was launched, and the cumulative number of staff learning and training reached 165 million.

3、 Adhere to performing basic duties in constantly meeting people's aspirations for a better life, and the role of trade unions as bridges and ties will be further played

(1) The field of rights protection services has continued to expand, and breakthroughs have been made in protecting the rights and interests of workers in new forms of employment. Trade unions at all levels focus on key groups and areas to carry out rights protection and assistance. First, the economic rights and interests of workers have been effectively protected. Participate in the formulation and revision of laws, regulations, policies and systems such as the Trade Union Law. Over the past ten years, it has organized more than 90000 online and offline job fairs, trained more than 20 million people, and granted 5.7 billion yuan in micro loans (loans). The quality and efficiency of collective negotiation were evaluated, and efforts were intensified to eradicate the problem of wage arrears for migrant workers. Deepen the national "Ankang Cup" competition activities. Second, the sense of gain, happiness and security of workers in new forms of employment have been significantly enhanced. Vigorously promote the mode of "key construction, industry construction, and bottom building", and promote four leading enterprises in the freight industry to achieve breakthroughs in the construction of the association. In 2021, there will be more than 3.5 million workers in the new forms of employment. We will promote platform enterprises to standardize employment in accordance with the law, and cooperate with the pilot work of occupational injury protection. Up to now, it has promoted the construction of nearly 96000 outdoor labor service stations of trade unions, with an investment of 1.167 billion yuan, which is called "Love Posthouse" and "Warm Harbor" by the majority of workers. Third, the quality of life of employees has been continuously improved. Gradually form trade union brands such as sending warmth, assisting students in golden autumn, and migrant workers returning home safely, and build a long-term mechanism of normalized gradient assistance. In the past ten years, we have raised 42.982 billion yuan of warm funds, visited 1.8821 million enterprises, and visited 90.6075 million front-line workers and needy workers. Deeply implement the "Women Workers Care Action" and promote the construction of caring mommy cabins and women workers' rest and nursing rooms.

(2) Difficult workers have been effectively and forcefully lifted out of difficulties, and urban difficult workers have stepped into a well-off society as scheduled. Trade unions at all levels implement the requirements of the CPC Central Committee to win the battle against poverty, and take the initiative to take on the task of relieving urban workers from difficulties. First, the goal and task of relieving difficulties have been fully realized. By the end of 2020, 32 provincial federation of trade unions across the country have all completed the task of solving difficulties, and all the 5498700 families of workers and staff in difficulty who have been registered by the trade unions have achieved the goal of solving difficulties on schedule. Second, the assistance system for needy workers was effectively constructed. The role of 3361 assistance centers at or above the county level and 160000 grass-roots assistance stations in the country has been brought into full play. Since 2015, a total of 20.68 billion yuan has been invested in assistance, and 27.89 million people have been given special assistance. Third, targeted poverty alleviation counties achieved poverty eradication on schedule. In the past five years, the General Assembly has directly invested 53.68 million yuan in assistance funds, introduced 16.28 million yuan in capital and materials, organized and implemented more than 300 poverty alleviation projects, and benefited more than 50000 registered poor people. Heshun County and Huguan County in Shanxi Province, which are designated by the General Assembly to help the poor, achieved poverty alleviation in 2018 and 2019 respectively.

(3) The construction of harmonious labor relations continued to advance, and political security in the labor field remained stable. Trade unions at all levels implemented the Opinions of the CPC Central Committee and the State Council on Building Harmonious Labor Relations and carried out a comprehensive assessment of labor relations. First, labor relations were generally harmonious and stable. Carry out the theme activity of "solving problems openly and promoting development through democracy", and improve the democratic management system in the basic form of workers' congress. We will improve the tripartite mechanism for collective negotiation and coordination of labor relations, deepen demonstration activities for the establishment of harmonious labor relations, and establish a monitoring network for the development of trade union labor relations. Establish the All China Federation of Trade Unions Theory and Labor Relations Think Tank. Second, the foundation for the unity of the workforce is more stable. We will improve the long-term mechanism for implementing the requirements of the "Five Resolutions", give full play to the role of the ministerial coordination mechanism and the coordination mechanism of the General Assembly for the construction of safe China, and regularly check and resolve the risk of stability of the workforce. Third, the ability to maintain political security in the labor field has been greatly improved. We will strengthen the system and capacity building of trade unions to maintain security and stability in the labor field, build a national information platform for trade union social organization work, contact and guide social organizations to provide professional services for workers, and build an online petition mechanism for offline processing and online circulation.

4、 Adhering to reform and innovation while maintaining and enhancing political advancement and mass character, the attractiveness, cohesion and combat effectiveness of trade unions have been significantly enhanced

(1) Adhere to the overall concept and systematic thinking, and deepen the reform of trade unions. As a pilot unit for the reform of the central mass organizations, the General Assembly took the lead in the reform, completed the reform task on schedule, and promoted the organic combination of top-down and bottom-up reform of the trade union system to form a comprehensive reform effect. The Implementation Plan for Deepening the Reform and Innovation of Trade Unions was formulated to strengthen the solidarity education of trade unions, safeguard their rights and interests, and serve the functions of workers, and improve the trade union work system that has extensive contacts and serves workers. The 14th Five Year Plan for the Development of China's Labor Movement Undertakings and Trade Union Work was formulated with a view to enhancing the systematic and holistic synergy of reform. We will improve the financial management system and strengthen the review, audit and supervision of key areas of trade unions. We will strengthen the construction of trade union assets for public welfare services, and continue to promote the cleaning and rectification of workers' cultural palace and workers' nursing homes.

(2) We will strengthen the construction of grass-roots trade unions, and the trade union organizations will become more active. We continued to carry out the activities of the Year of Grass roots Trade Union Construction, the Year of Implementation and the Action of "Strengthening Grass roots, Reinforcing Shortcomings and Increasing Vitality". We carried out the centralized action of migrant workers joining the Association, truck drivers and other eight groups joining the Association, the special action of enterprises with more than 100 people building the Association, and the centralized action of new employment workers joining the Association. At present, there are more than 2.8 million grass-roots organizations and nearly 300 million members in China. We will improve the "small three level" trade union organization system, explore community grid trade unions, urban complex trade unions and other ways of building trade unions, and achieve effective coverage of small and micro non-public enterprises. We will promote the real name management of grassroots trade union organizations and trade union members.

(3) Accelerate the pace of building smart trade unions, and promote the integration of online and offline work of trade union networks. Promote the informatization construction project of the 14th Five Year Plan, create a big data system and service station with unified logic and nationwide coverage, and the provincial trade unions carry out the construction and online operation of online work platforms. We will strengthen the integration of trade union newspapers and media, build a new media matrix for trade unions, and open WeChat official accounts, as well as the official accounts of Today's Headlines, CCTV, and Ditto.

(4) We optimized the setup of trade union organizations, and constantly improved the ability and quality of the cadre team. As of December 2021, among the part-time vice chairmen of provincial trade unions, there are 70 model workers and front-line workers, accounting for 58.3%. The proportion of model workers and front-line workers among the members of the 17th Executive Committee and Presidium of the General Assembly was 21.1% and 23% respectively. Since the 18th National Congress of the Communist Party of China (CPC), the General Assembly has held 414 entity and network training courses of various kinds, with direct training of more than 120000 people. We carried out the eighth and ninth national survey on the status of the workforce. We will improve the system of direct contact with the masses, such as the grassroots contact points for government officials, regular reception of visits from the masses, and visits to the grassroots. Initiated the proposal system of trade union representatives and executive committee members, and handled 386 trade union representative proposals and 401 executive committee proposals in total.

5、 Adhere to the principle of self revolution in the overall strict governance of the Party, and achieve high-quality development in the party building of the trade union system

(1) Adhere to the leadership of the party's political construction, and give full play to the role of the party's leadership and guarantee. We will thoroughly implement the general requirements for Party building in the new era, resolutely implement the decision and deployment of the Party Central Committee on comprehensively and strictly governing the Party, and promote the trade union system to continuously develop in depth. We formulated and implemented a list of responsibilities for comprehensively and strictly governing the Party, organized and carried out the Party's mass line education and practice activities, "Three Stricts and Three Realities" thematic education, "Two Studies and One Action" learning education, "Do not forget the original mind, keep in mind the mission" theme education, and party history learning education, and carried out the creation of a model political organ of "Loyalty to the Party's cause and dedication to serving employees".

(2) Adhere to strengthening the construction of grass-roots party organizations, and the standardization and standardization level of party branches has been significantly improved. We should take the focus on the grass-roots level as a clear guide to promote the comprehensive progress of grass-roots Party organizations. The General Assembly has formed a party building work pattern of "one post with two responsibilities" in which the party secretary performs the main responsibilities, the leaders in charge are responsible for the division of labor, the party committee of the organ promotes the implementation, and the main responsible comrades and team members of each unit. We will improve the system of grass-roots organizations, strengthen guidance for party building work in directly affiliated units and newly established units, and solidly promote standardization and standardization of party branches. We will incorporate the experience of full-time and part-time Party cadres into their resumes, and strengthen the education and training of Party cadres.

(3) We will continue to strengthen the work of building a clean and honest government and fighting corruption, and gradually consolidate the political ecology of a clean and upright style. On the basis of the National Trade Union Working Conference on Building a Clean and Honest Party for six consecutive years, it will be expanded to the National Trade Union Working Conference on Promoting Comprehensive and Strict Governance of the Party in 2022. Consciously accept the supervision of the discipline inspection and supervision team of the Central Commission for Discipline Inspection and the State Supervision Commission stationed in the General Office and the discipline inspection and supervision team of the discipline inspection and supervision agencies at all levels stationed in the trade union. Strictly regulate conference activities, document briefings, news reports, going abroad on business, etc., consolidate and expand the implementation of the spirit of the eight provisions of the central government. We will carry out special work to rectify formalism and reduce burdens at the grass-roots level. The achievements of the trade union work in the past decade are the result of the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, the concern and attention of Party committees at all levels, the strong support of people's congresses at all levels, governments, the CPPCC and all sectors of the society, and the concerted efforts of the majority of trade union cadres and workers. It has mainly accumulated 6 aspects of experience.

First, we must always adhere to the leadership of the Party. Deeply understand the decisive significance of "two establishment", constantly enhance "four consciousness", firm "four self-confidence", achieve "two maintenance", and maintain the correct political direction of trade union work. Second, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Implement General Secretary Xi Jinping's important statement on the work of the working class and trade unions, and maintain political firmness with theoretical sobriety. Third, we must firmly grasp the theme of the labor movement era to realize the great rejuvenation of the Chinese nation and the Chinese Dream. We will promote the implementation of the principle of relying wholeheartedly on the working class, and give full play to the role of the working class as the main force. Fourth, we must adhere to the work orientation of taking staff as the center. Fully perform the basic responsibilities of the trade union and safeguard, realize and develop the rights and interests of the majority of workers. Fifth, we must earnestly safeguard political security in the labor field. Worker's Daily: Just now, Director Wang Lizhong mentioned that the eighth and ninth national survey on the status of the workforce has been carried out in the past ten years, and asked Director Wang to introduce what major changes have taken place in China's workforce since the 18th National Congress of the Communist Party of China?

Wang Lizhong: Thank you for your question. As I said just now, we have conducted two surveys on the status of the workforce in the past ten years. One is the eighth and the other is the ninth. Why the ninth? At present, the survey on the status of the workforce is conducted every five years, and has been conducted for the ninth time since 1982. The ninth survey on the status of the workforce is under way. Recently, we have preliminarily sorted out and analyzed the results of the survey and the data in the process of the survey. In general, I feel that the changes of the workforce, especially the important changes, are reflected in the following aspects:

1、 From the overall composition of the workforce

First, academic education. I feel that the education level of employees has improved significantly. According to the data from relevant government departments, the proportion of the newly added labor force who has received higher education in 2022 will reach 50.9%, and the average length of schooling will reach 13.7 years. The survey of the General Manager shows that 85.1% of the staff have high school education or above, an increase of 6.3 percentage points over 2012.

Second, in terms of industrial distribution, workers in the primary industry are gradually transferred to the secondary and tertiary industries. Employment in the tertiary industry has increased rapidly. 1、 The proportion of employees in the secondary and tertiary industries will be adjusted from 33.5%, 30.4% and 36.1% in 2012 to 22.9%, 29.1% and 48% in 2021. In terms of composition structure, the number of new employment workers represented by truck drivers, online car hailing drivers, couriers, delivery attendants, etc. increased significantly. Data shows that in 2021, there will be about 84 million workers in new forms of employment relying on the Internet platform, and more than 200 million people in flexible employment. The total number of migrant workers will increase from 262.61 million in 2012 to 292.51 million in 2021, which is the first aspect.

2、 From the overall quality of employees

First, the political nature of listening to the Party's words, feeling the Party's gratitude and following the Party is more firm. The staff and workers sincerely support the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, highly recognize the great achievements of the Party and the country, are full of confidence in the bright prospect of the great rejuvenation of the Chinese nation, and are enthusiastic about achieving the second century goal and making contributions.

Second, the values of glorious labor, valuable skills and great creation have been strengthened, and many front-line workers have won the title of reform pioneer, people's model and the "July 1st Medal". 11 innovative achievements of front-line workers won the National Science and Technology Progress Award. The majority of workers are generally infected by the deeds of modern labor models, great country craftsmen, time models and other advanced typical figures, and are willing to learn from them. The atmosphere for the whole society to carry forward the spirit of model workers, labor spirit and craftsmanship is even stronger.

Third, the technical quality and skill quality based on post innovation and creation have been significantly improved. The reform of the construction of the industrial workers' team has been comprehensively promoted. Employees have actively participated in vocational education and technical skills training, and experienced multi post training. The development channel has been further unblocked. Technical skills improved steadily. By the end of 2021, the total number of skilled talents in China will exceed 200 million, the number of highly skilled talents will exceed 60 million, the proportion of skilled talents in the total number of employed people will exceed 26%, and the proportion of highly skilled talents in the total number of skilled talents will reach 30%.

3、 From the perspective of employees' aspirations

On the basis of the realization of basic interests, the majority of employees have shown their expectation and yearning for a higher level and higher quality of life. There are also several changes:

First, more and more attention is paid to the realization of their own value in terms of career needs, hoping to have greater space for career development.

Second, in terms of life demand, more and more attention is paid to the balance of work and life, and the demand for spiritual life gradually rises to the demand for mass entertainment, leisure entertainment, cultural consumption and other aspects.
